Chemnitz City Council has adopted the framework concept for the legacy of the European Capital of Culture Chemnitz 2025. It defines strategic goals and specific measures to secure and further develop projects, networks and structures from the European Capital of Culture year in the long term and to launch new initiatives. The implementation of the concept is planned from 2027, with 2026 serving as a bridge year to prepare the corresponding structures.

The Capital of Culture year is already having a clear impact with high visitor numbers, international attention and a strengthened self-image in the city and region. The legacy concept defines how successful formats, brands and collaborations can be continued, taking into account cultural, social, economic, tourism and European perspectives.

In the transition year 2026, successful programmes are to be continued and new ones prepared, among other things. Plans include the preparation of a UNSEEN Biennale from 2027, the further development of the volunteer programme, new open calls for micro-projects and the ongoing use of central locations such as the Garage Campus, Hartmannfabrik and Stadtwirtschaft. There are also plans to transfer the European Capital of Culture Chemnitz 2025 gGmbH into a legacy company, which will take on tasks in coordination, communication, fundraising and strategic programme development.

Legacy will focus on a liveable city and region, social cohesion and participation, the expansion of European networks and the sustainable safeguarding of tourism impulses. Programmes such as maker hubs, offers to promote democracy, international cooperation and tourism narratives such as the PURPLE PATH or maker tourism are to be anchored in the long term.

The UNSEEN Biennale is being prepared as a central future programme format. It is intended to bundle projects, festivals and new initiatives, strengthen regional identity and at the same time generate international visibility. Subject to funding, the programme will be implemented together with numerous local and regional partners.

The City of Chemnitz will provide up to two million euros annually for Legacy from 2026. Further funds are to be raised through contributions from the region, the Free State and through funding programmes and sponsorship. The concept is to be incorporated into the 2027 and 2028 budget plans.
